Policy making and regulation

Planning and Development Directorate, as one of the key departments of the National Petrochemical Company, is responsible for policymaking, regulation and development of short-term, medium-term and long-term plans of the petrochemical industry in order to develop the value chain according to upstream documents by communicating and coordinating with other organizations and subsidiaries .

Policymaking:

  • Develop and introduce policies that the company, administration and parliament approve and instruct in order to encourage and attract investment to materialize the goals and plans of the industry.
  • Given that in the petrochemical industry, investment is generally not instructed and is done by the private sector, the developed policies provide incentives to move in the direction of the roadmap based on national and economic interests in terms of location and type of private sector industry.

Regulation:

  • In order to protect the public interests, including the national and the entire interests of the petrochemical industry, and in order to prevent monopolies and create a competitive environment, standards are put forth and monitored in the industry.
  • The standards regulate items such as control of external costs (externality) in the fields of environment, safety and health of the workplace, transparency and accuracy of information provided to the customers and respect for their rights, the minimum technical specifications of various products.

Policymaking and Regulation

  • Policies of the Economy of Resilience   

In order to achieve the goals of the 20-year vision of the country, some of the petrochemical industry-related issues mentioned in the document include enhancing petrochemical exports to counter the vulnerability of oil and gas export revenues, as well as boosting value added by completing the petrochemical value chain.

  • Determining and signing off on the consumption pattern reform policies

In this document, issues such as energy conservation, the need for the administration and state-owned companies to observe the consumption pattern, as well as improving the methods of transmitting energy carriers, etc. are mentioned.

  • Foreign Exchange Policies for 2021 

-         Clause (b) Decisions of the 214th meeting of the Economic Coordination Headquarters of the Administration dated April 4, 2021 regarding amendment and completion of the resolution of 177th session of the notification No. 90829 dated November 2, 2020 as an alternative to the above resolution for implementation.

-         Pursuant to paragraph 1-1 of this decree, all exporters of petrochemical products, petroleum and steel products are obliged to submit their export revenue in hard currency to the Central Bank of Iran (Nima System). The National Petrochemical Company (NPC) shall supervises the proper enforcement of this decree.

  • Approval of the Board of Ministers No. 152536 dated March 13, 2021

This document has been prepared and approved with the aim of creating the necessary infrastructure to meet the needs of downstream petrochemical industries, creating sustainable employment and with a land management approach through implementation of petrochemical industry propulsion projects with emphasis on completing methanol/propylene value chain. The approved items include creation of the necessary infrastructure for construction of special parks for production of propylene and methanol, transmission pipelines for these items, as well as a gradual discounts in the price of gas and liquid feedstocks from upstream petrochemical industries.
